Open Riding is temporarily Paused

Equine Exhibition Update from the Clackamas County Event Center

The Clackamas County Event Center is temporarily pausing all equine-related activities, including open ride, while we review and implement new emergency rules issued by the Oregon Department of Agriculture (ODA). These temporary rules are designed to improve disease traceability and reduce the spread risk of Equine Herpesvirus (EHV) at organized equine exhibitions across the state.

It is important to note that ODA is not canceling equine events, and as of November 24, 2025, there are no confirmed cases of EHV in Oregon. These measures were adopted proactively to ensure rapid response capabilities should a case occur.

What the New Rules Require

Under the emergency rule, organizers of equine exhibitions must:

  • Register their event with ODA at least 20 days prior to the arrival of horses
  • Collect specific exhibitor and horse identification information and retain those records for 90 days
  • Consult with a veterinarian during event planning and ensure a veterinarian is available (on call) during the event
  • Identify and maintain a designated isolation area for any horse showing signs of illness

Practices, open rides, trainings, and trail rides do not meet the definition of an equine exhibition and are not subject to registration. However, we have chosen to pause all equine activity temporarily so that we can update our procedures and prepare our staff for full compliance.

What We Are Doing Now

During this pause, we are:

  • Reviewing all upcoming equine rentals to determine whether they qualify as exhibitions
  • Creating the required documentation and check-in tools
  • Setting up internal procedures for veterinary consultation and isolation readiness
  • Training staff on how to implement each element of the rule

Our Commitment to Safety

The health and safety of our exhibitors, guests, and animals remain our highest priority. We are working closely with ODA guidance and will reopen equine activities as soon as we are confident that all requirements can be met safely and efficiently.
